STEPANAKERT — Hamburg University Professor Otto Luchterhandt delivered a presentation, entitled “Azerbaijan’s Blitzkrieg against Artsakh, and International Law,” at the Youth Parliament of the NKR National Assembly in Stepanakert.

The German scholar noted that the Nagorno Karabakh Republic, without having an international legal recognition, is in full compliance with all state definition standards and it has proved its viability during these years of independence. He said the fundamental principles of the international law apply to all subjects of international relations regardless of their recognition status.

According to him, the April war was an act of aggression against the people of Artsakh, which the political leadership of Azerbaijan bears full responsibility for. He added that, Azerbaijan has grossly violated a number of principles of international law by starting the war, especially the principle of non-use of force and the threat of force.

  1. Can we give this new information to the International Court of Justice for action against Azerbaijan or is this just good information that will go nowhere. We hope not.
