YEREVAN — Former Armenian Military Prosecutor Gagik Jhangiryan was summoned for questioning in connection with the October 27, 1999, Armenian parliament attack investigation but exercised his legal right to decline to answer investigators’ questions.

The announcement was made by Investigative Committee Chairman Artur Poghosyan during a briefing with journalists at the National Assembly on November 3.

According to Poghosyan, Jhangiryan explained that he had acted as a prosecutor within the scope of his official authority at the time of the events under investigation.

The committee chairman was asked about Jhangiryan’s recent statements concerning appeals allegedly submitted by Nairi Hunanyan and other individuals convicted in connection with the October 27 attack.

Prime Minister Nikol Pashinyan had previously instructed authorities to examine those statements.

Poghosyan said he had not personally heard Jhangiryan’s latest remarks but confirmed that investigators had summoned the former prosecutor well before those statements were made.

“We invited Gagik Jhangiryan for questioning much earlier. Exercising his rights, he refused to answer questions, explaining that he had acted as a prosecutor within the scope of his authority at the time. Nevertheless, we are examining all the circumstances,” Poghosyan said.

He emphasized that the criminal proceedings remain under investigation by the Investigative Committee and that investigative activities are ongoing.

On October 27, 2026, Jhangiryan stated that he believed appeals prepared by Nairi Hunanyan and other convicted individuals had never reached the courts.

He suggested that the Prosecutor General instruct the National Security Service to locate the alleged appeals and investigate any relevant information contained in them.

On October 29, Prime Minister Pashinyan announced that he had ordered an examination of Jhangiryan’s statements and had sought clarification regarding the circumstances mentioned.
