ASHGABAT — During his working visit to Turkmenistan, President of the Republic of Armenia Vahagn Khachaturyan took part in the events dedicated to the 30th anniversary of Turkmenistan’s permanent neutrality. As part of the visit, he delivered remarks at the plenary session titled “Peace and Trust: Unity for a Sustainable Future.”
Below is the President’s address as presented during the forum:
President Vahagn Khachaturyan’s Remarks
“It is an honor to speak at this international forum dedicated to the International Year of Peace and Trust, the International Day of Neutrality, and the 30th anniversary of Turkmenistan’s permanent neutrality.
I would like to thank the President and Government of Turkmenistan for organizing this important event and for their steady leadership within the United Nations framework in advancing peace, trust, and neutrality.
The theme of today’s plenary session—‘Peace and Trust: Unity for a Sustainable Future’—perfectly reflects what our world urgently needs. As conflicts, divisions, human rights violations, and the lack of global security challenge the international order, we must reaffirm our commitment to multilateral cooperation grounded in the purposes and principles of the UN Charter.
The UN General Assembly’s resolution proclaiming 2025 as the International Year of Peace and Trust provides an opportunity to advance the peaceful settlement of disputes and strengthen good-neighborly relations between states.
This year also marks the 30th anniversary of the UN’s recognition of Turkmenistan’s permanent neutrality—a significant factor in promoting peace and stability in the region. We highly appreciate Turkmenistan’s contribution to international peace and security through the promotion of neutrality, trust, and dialogue. Armenia has consistently supported Turkmenistan’s initiatives in this direction within the UN system.
Peace is not simply the absence of war. It requires continuous effort to promote dialogue, justice, human rights, and human dignity. Building trust between states and peoples is a fundamental precondition for sustaining peace.
Guided by the UN Charter and the principles of international law, the Government of Armenia is firmly committed to ensuring peace in the South Caucasus.
As you are aware, on August 8 of this year, during a trilateral meeting in Washington, the foreign ministers of Armenia and Azerbaijan initialed a peace agreement between the two countries. On the same day, the leaders of Armenia, Azerbaijan, and the United States—acting as witnesses—signed a joint declaration enabling the full opening of regional transportation links.
The implementation of the ‘Crossroads of Peace’ initiative and its key component, the ‘Trump Route for International Peace and Prosperity’ (TRIPP), will contribute to economic development, dialogue, and people-to-people contacts, strengthening mutual trust, stability, and prosperity.
This historic achievement inspires confidence that we are opening a new chapter of lasting peace, prosperity, security, and economic cooperation in the South Caucasus. We look forward to the continued support of our international partners in advancing peace in our region.
On the occasion of Turkmenistan’s 30th anniversary of permanent neutrality and the International Year of Peace and Trust, let us reaffirm our collective commitment to promoting peace and mutual confidence through dialogue, understanding, and cooperation.”
