YEREVAN — A two-year European Union-funded Twinning project, titled “Support to the Implementation of the Universal Health Insurance Reform in Armenia,” was officially launched on September 30.

The project aims to support the effective implementation of universal health insurance in Armenia by strengthening institutional capacity, improving healthcare financing mechanisms, and developing the country’s legal and institutional frameworks.

Health Minister Anahit Avanesyan emphasized that the introduction of universal health insurance marks the beginning of a new stage in the development of Armenia’s healthcare system.

“Our main goal is to ensure that every citizen, when faced with a health problem, can receive the necessary medical care in a timely and effective manner. We must reach a point where no family is forced to sell its home or sacrifice its ability to meet basic needs because of a health problem,” Avanesyan said.

The minister also highlighted the impact of healthcare reforms on public health indicators.

“Life expectancy in Armenia continues to rise. In 2024, it reached 78.6 years for the first time, and in 2025 it reached 78.9 years,” Avanesyan said.

The project is being implemented through cooperation among the European Union, the Republic of Croatia, the Republic of Slovenia, and Armenia’s Ministry of Health.
