BRUSSELS — The European Commission has delivered the first progress report to Armenia regarding the implementation of the Visa Liberalization Action Plan.

According to Armenia’s Ministry of Internal Affairs, the report recognizes the Armenian government’s clear political commitment to carrying out the reforms required for visa liberalization with the European Union.

The Armenia-EU visa liberalization dialogue officially began in September 2024, while the Action Plan was presented to Armenia in November 2025. The plan includes 74 benchmarks to be implemented in two phases, including the development of legislative and policy frameworks and ensuring their practical implementation and enforcement.

The report details Armenia’s significant progress in four key areas: document security, border management, migration and asylum management, public order and security, and fundamental rights.

The Interior Ministry stated that the report also contains recommendations intended to guide Armenia in addressing existing gaps.

“Overall, the Commission emphasizes that all adopted policies and laws must be implemented in a practical, consistent, and results-oriented manner across all sectors,” the ministry said.

According to the report, the visa liberalization dialogue will continue until all required benchmarks are fully implemented.

The European Commission will continue monitoring Armenia’s progress with the support of experts from EU member states, and additional assessment missions are expected to take place in Armenia in the near future.
