YEREVAN — The license of Onira Club, the legal entity operating the Shangri La casino owned by the family of Prosperous Armenia Party leader Gagik Tsarukyan, has been declared invalid.

The order was signed by Economy Minister Gevorg Papoyan, who announced the decision on his Facebook page and attached the relevant document.

According to the official document, the decision was based on the falsification of data submitted by the company.

Inspections found discrepancies between the company’s financial reports for March 2026 and the actual readings of gaming machine meters. The reported data on bets, winnings, deposits and withdrawals were deemed distorted and falsified.

For the protection of consumer interests, the administrative act is subject to immediate enforcement and will enter into force the day after the company is notified.

Onira Club has the right to appeal the decision within two months, either through administrative proceedings or before Armenia’s Administrative Court.

Following the June 7 parliamentary elections, in which the Central Electoral Commission effectively determined that the Prosperous Armenia Party had failed to cross the electoral threshold, this is the latest case involving a commercial company owned by Tsarukyan’s family.

On May 20, Prime Minister Nikol Pashinyan announced that Tsarukyan’s largest asset, Araratcement, would be returned to the state. On the same day, the Prosecutor General’s Office said criminal proceedings had been launched over the privatization of Araratcement. In addition, law enforcement agencies said they had uncovered a number of violations in the process of acquiring land plots belonging to Araratcement.

On June 16, the Prosecutor General’s Office reported that several violations had also been found in the acquisition process of the Voske Banali resort, which belongs to Araratcement.
