YEREVAN — Armenia is undergoing a significant transformation in its migration patterns, shifting from a country primarily associated with emigration to a destination for immigration and transit, according to Minister of Internal Affairs Arpine Sargsyan.
The minister made the remarks during a meeting devoted to the principal objectives of Armenia’s strategic program on migration and citizenship.
Sargsyan emphasized that substantial changes in migration flows require new management approaches and more effective administrative mechanisms.
According to the minister, in 2025, for the first time since Armenia gained independence, border-crossing statistics for Armenian citizens recorded a positive migration balance. The positive trend continued during the first half of 2026.
She stressed the importance of clearly defining the country’s strategic migration policies and adopting the relevant policy document before the end of the year.
The meeting also addressed efforts to reassess the significance and legal framework of Armenian citizenship. Following extensive discussions, a legislative initiative has already been drafted and is undergoing active review.
Participants further emphasized the need to establish a more institutionalized and coordinated visa policy as part of Armenia’s broader migration management strategy.
The proposed measures are intended to adapt Armenia’s migration and citizenship policies to changing demographic and mobility patterns while improving the effectiveness of government administration.
