Armenian Parliament Ratifies U.S.–Armenia Strategic Cooperation Agreement on TRIPP

YEREVAN — Armenia’s National Assembly ratified the framework agreement on strategic cooperation between Armenia and the United States concerning the Trump Route for International Peace and Prosperity (TRIPP) project on October 28, with 63 lawmakers voting in favor and 32 against.

The agreement, signed in Washington on June 1, 2026, and in Yerevan on June 4, 2026, provides for the establishment of uninterrupted multimodal transit connections through Armenian territory between mainland Azerbaijan and Nakhichevan, as well as the development of the Trans-Caspian trade route.

The framework agreement was debated in parliament on October 27 and presented by Armenia’s Minister of Foreign Affairs and International Trade, Ararat Mirzoyan.

Its political foundation rests on the joint declaration signed in Washington on August 8, 2025, by Armenia’s prime minister and Azerbaijan’s president, witnessed by the U.S. president, as well as the TRIPP implementation framework announced on January 13, 2026, by the U.S. secretary of state and Armenia’s foreign minister.

One of the central issues raised during parliamentary discussions concerned legal guarantees for Armenian citizens traveling through Azerbaijani territory and whether the principle of reciprocity would be upheld.

Because the ratified document is a bilateral framework agreement between Armenia and the United States, it does not impose legal obligations on Azerbaijan.

While the agreement outlines arrangements for uninterrupted transportation between Azerbaijan and Nakhichevan through Armenian territory, Azerbaijan has not signed a legally binding document guaranteeing equivalent transit rights for Armenian citizens traveling through its territory, including routes through Nakhichevan to southern Armenia or other destinations.
