STEPANAKERT (Panorama) — NKR National Assembly held an extraordinary session on August 25 to discuss NKR President’s proposal of declaring amnesty on the occasion of 25th anniversary NKR proclamation.
In his speech, NKR National Assembly President, Ashot Ghoulyan noted that on memorable anniversaries, amnesty is usually declared, stating that the current act of declaration is the 6th and the 4th on the occasion of the Republic Day proclamation.
According to public relations department of the NKR National Assembly, Artsakh President’s representative, Arayik Lazaryan presented the draft to the parliamentarians. Afterwards, Chairman of the NA Standing Committee on State and Legal Affairs, Hovik Jivanyan made a report.
All parliamentarians, who attended the session voted unanimously (28 votes) for the Declaration of Amnesty on the 25th anniversary of the NKR proclamation, which will enter into force after official publication.
Summing up the session, the President of the Parliament congratulated all for the upcoming holidays. “The 25th anniversary is the best summary of our path. We suffered through hardships and privations on that path, reaching this present moment through great sacrifices. Artsakh citizen is the hero of it all,” Ashot Ghoulyan noted.
