Bayramov: Timeline for Constitutional Changes Is Armenia’s Internal Matter

BAKU — Azerbaijani Foreign Minister Jeyhun Bayramov has once again linked the signing of a peace agreement with Yerevan to constitutional changes in Armenia. Speaking to Azerbaijani journalists, Bayramov said Baku’s position on the issue remains unchanged.

“The timeline for adopting a new constitution is Armenia’s internal matter. Following the [parliamentary] elections, the Armenian prime minister stated that the text of the constitution would be presented to the public by the end of this year,” Bayramov said.

The Azerbaijani foreign minister also addressed the Trump Route for International Peace and Prosperity (TRIPP), saying that implementation of the transportation link would be impossible without Azerbaijan’s participation.

“Our U.S. partners regularly inform Azerbaijan about the progress of TRIPP. This is only natural, because implementation of this route is impossible without Azerbaijan’s participation. We have been informed that work is continuing and that construction is expected to begin in 2027,” Bayramov said.

On September 8, U.S. Chargé d’Affaires in Armenia David Allen met with Azerbaijani Deputy Foreign Minister Elnur Mammadov in Baku. The two discussed the normalization of relations between Armenia and Azerbaijan, advancement of the peace process, efforts to ensure lasting and sustainable peace, and steps aimed at strengthening regional stability and security. Implementation of TRIPP was also discussed.
