YEREVAN — Armenia will receive an €80 million loan from the OPEC Fund for International Development. The Armenian government approved the loan agreement at its September 3 meeting.
According to the proposal, the loan funds are to be utilized by September 30.
The explanatory note states that the agreement is aimed at improving Armenia’s competitive business environment, attracting investment and financing the state budget deficit.
The program includes reforms in investment, customs, economic competition, digitalization and cybersecurity. In particular, Armenia has adopted laws on investment and cybersecurity, introduced a unified customs account and expanded the powers of the Competition Protection Commission.
The reforms also cover the transition to a green economy, climate legislation and emissions management.
The loan will have an 18-year maturity, including a five-year grace period. The annual interest rate is variable and consists of the six-month EURIBOR plus 1.56 percentage points, amounting to 4.241 percent as of July 2026.
Repayment of the principal is scheduled to begin in July 2031 and continue through January 2044.
