Armenia’s Universal Health Insurance Beneficiaries Reach 1.7 Million

YEREVAN — The financial implementation of Armenia’s universal health insurance system has reached AMD 97.4 billion this year, Health Minister Anahit Avanesyan said during a press conference on June 30.

The minister said that since January, the number of beneficiaries in the system has already reached 1.7 million.

“Services have been used by 842,750 people. This is quite a large number. It means that we have seen a significant level of demand for preventive care, screening, medication, and, more generally, medical services in the hospital sector. The number of services provided is 8,399,491. I want to make sure there is no confusion here: the number of people is 842,750, while the number of services is 8,399,491. We understand that one person may use several services,” the minister said.

Avanesyan noted that by 2028, Armenia’s entire population will be included in the universal health insurance system, as a result of which the current state-funded healthcare program will be discontinued.

“Our goal is to include the population of three million in the health insurance system and conclude the state-funded programs,” the minister said.

According to the Ministry of Health, the increase from the 1.5 million figure recorded at the beginning of the year is mainly due to the inclusion of residents who have stayed in Armenia for more than 183 days, as well as those earning salaries of more than AMD 200,000.

Individual entrepreneurs are also actively joining the system, as the mandatory requirement for them came into force on June 20.

Under the next phase of expansion, beginning January 1, 2027, insurance will become mandatory for those working under civil-law contracts, taxi drivers, and all registered employees regardless of salary level. This is expected to increase the number of beneficiaries by several hundred thousand more.

The list of new groups of citizens whose insurance will be fully subsidized by the state will be clarified during the upcoming budget discussions.
