Prosecutor General: Illegal Properties Owned by Former and Current Officials on Lake Sevan’s Shore Will Be Demolished

Among the illegally constructed properties on the shores of Lake Sevan that have been returned to the state or are slated for demolition are: the “Harsnakar” complex owned by former Football Federation of Armenia president Ruben Hayrapetyan, the private residences of former Police Chief Vladimir Gasparyan, Yerkrapah Union chairman Sasun Mikayelyan, and the godson of the former President of the Constitutional Court, Norayr Panosyan. Prosecutor General Anna Vardapetyan announced this during a government session.

“These transactions were not concluded directly with these officials. In most cases, they were executed through their mothers, mothers-in-law, or legally affiliated entities,” the Prosecutor General said.

Vardapetyan reported that, through a lawsuit filed by the Prosecutor General’s Office, a 1.5-hectare plot of land located on the right side of the Sevan–Gavar road has already been returned to the state. The land has now been designated under the Ministry of Environment, as it was discovered that it had been allocated for development despite already being built upon at the time of transfer.

“If you ask for my personal opinion as Prosecutor General, I believe these structures should be leveled—demolished entirely—to demonstrate that such behavior can never be acceptable and cannot continue to exist in reality,” Vardapetyan stated.

At the same time, she noted that certain properties may need to be preserved due to potential public-benefit uses. Some of them may hold economic, educational, or healthcare value that could be repurposed for community needs.

According to the presented data, the Prosecutor’s Office is also taking measures to annul a contract granting development rights over a 40,900-square-meter tract of land, as a 382.5-square-meter unauthorized structure already existed on the plot at the time it was allocated.
