Armenia and Germany Sign Joint Declaration on Strategic Partnership Agenda

BERLIN — Today, the Prime Minister of Armenia and the Chancellor of Germany signed a joint declaration on the strategic agenda for bilateral cooperation between the two countries.

According to the statement released by the Government of Armenia, the sides intend to deepen collaboration in political and diplomatic affairs, economic and trade relations, security and defense, and other key areas.

During a joint press conference with Prime Minister Nikol Pashinyan, German Chancellor Friedrich Merz highlighted the importance of the latest developments in the Armenia–Azerbaijan normalization process.

“I congratulate you and the President of Azerbaijan for reaching an agreement on a peace accord; this is a major achievement. The Federal Government has consistently supported both Armenia and Azerbaijan in this matter. I am also pleased about the August agreement reached in Washington regarding the routes. This is a very positive signal for the South Caucasus. I encourage you to take the next steps and resolve the remaining issues between Armenia and Azerbaijan. Germany will continue to support both sides in this process,” Merz emphasized.

Prime Minister Nikol Pashinyan expressed optimism in his remarks: “I hope that, ultimately, we will also reach the point of opening the Armenia–Turkey border. This would mean a direct connection for Armenia—including land and rail links—with the European Union, including Germany. Such a development would be transformative in economic, political, and investment terms,” Pashinyan said.

He continued: “I am pleased that Germany supports Armenia and Turkey in normalizing relations, opening the border, and ultimately establishing diplomatic ties. I also briefed the Chancellor on the positive developments in Armenia–Turkey relations. Once again, I want to thank him for this support and express confidence that these efforts will yield positive results.”

Earlier today in Berlin, Prime Minister Pashinyan met with German President Frank-Walter Steinmeier.

According to the Prime Minister’s Office, President Steinmeier expressed Germany’s readiness to further develop relations with Armenia. He noted that Pashinyan’s visit would provide fresh momentum for bilateral cooperation across all sectors.

Prime Minister Pashinyan reaffirmed that Armenia is likewise committed to elevating its partnership with Germany to a new level.
