Referendum on the New Constitution Will Be Held After Parliamentary Elections: Pashinyan

YEREVAN – The referendum on adopting the new Constitution will take place after the 2026 parliamentary elections. Prime Minister Nikol Pashinyan announced on November 22 during the first conference held with representatives of state institutions.

According to Pashinyan, this will allow all political forces to share their views and positions regarding the constitutional agenda with the public during the election campaign.

“Following the elections, the position of the political majority that receives the people’s vote of confidence will be decisive in shaping the final draft of the Constitution,” Pashinyan said.

He also noted the need to strengthen internal legitimacy through the new Constitution.

“Because of this issue of legitimacy, we cannot shake the feeling that citizens of Armenia often feel alienated from the legal order established in the country. Laws, regulations, and the legal framework are often perceived here as inconveniences or obstacles… This can be partly due to the occasionally poor quality of regulations and laws. But that is not the main point right now—the issue is the sense of alienation with which our society often regards the legal and state order,” Pashinyan said.
