National Assembly Ratifies Armenia–EU Cooperation Agreement

YEREVAN — On November 28, the National Assembly of Armenia ratified the agreement titled “On Defining the Framework for Armenia’s Participation in the EU Crisis Management Operations” between the Republic of Armenia and the European Union.

The agreement required 54 votes for ratification; 55 deputies voted in favor, 24 abstained, and none voted against.

Deputy Minister of Foreign Affairs Vahan Kostanyan reported that the agreement was signed on June 30, 2025.

According to the main rapporteur, the agreement will enable Armenia to make optimal use of the European Union’s experience and expertise in the field of crisis management. Given that the Armenia–EU partnership agenda has recently expanded to include cooperation in security and defense, the agreement will also create opportunities to deepen and further broaden collaboration in these areas.

On June 30, 2025, Armenia received official notification from the EU confirming that the necessary internal procedures for the agreement’s entry into force had been completed on the EU side.

Arman Yeghoyan, Chair of the National Assembly’s Standing Committee on European Integration, presented the committee’s positive conclusion.

Presenting the viewpoint of the “Hayastan” parliamentary faction, Secretary Artsvik Minasyan stated that the agreement contains uncertainties related to several cooperation provisions outlined in the document. As a result, the faction chose to abstain from the vote.
