Armenia’s Constitution Makes No Territorial Claims Against Neighboring Countries: Pashinyan

YEREVAN – The Constitution of Armenia does not contain territorial claims against neighboring countries, Prime Minister Nikol Pashinyan stated on X, addressing recent statements from Baku. According to Azerbaijan, two major obstacles prevent lasting peace between Armenia and Azerbaijan, one of which allegedly stems from the Armenian Constitution.

Azerbaijani Deputy Foreign Minister Elnur Mammadov asserted that Armenia’s Constitution includes territorial claims against Azerbaijan, as reflected in the Armenian Declaration of Independence. “It states there that Karabakh is part of Armenia,” Mammadov claimed.

In response, Pashinyan referred to the Armenian Constitutional Court’s decision of September 26, 2024, which clarified that the reference to the Declaration of Independence in the Constitution’s Preamble pertains only to provisions explicitly included in its articles.

“No provision of the Republic of Armenia’s Constitution contains territorial claims against neighboring countries,” Pashinyan emphasized.
